En principio uno se cree dueño y señor del espació que
habita (¿cómo podría de otro modo el pintor enfrentarse a la tela?) pero
después se da cuenta que es al revés, que es el territorio quien le señorea a
uno.
Y no solo porque las condiciones ambientales, como la
geografía o el clima, imponen sus rigores, que a eso uno siempre se adapta (o
muere en el empeño). El señorío que peor se lleva es el de las leyes que nos
damos los humanos y la forma en que sus representantes las aplican.
En razón del bien común siempre hay quien se erige en señor
de personas y haciendas y dicta que se puede hacer o no, metiéndose en casa
ajena.
El primer contratiempo se dio, ya antes de habitar la casa,
por el tendido de la línea telefónica (la anterior había sido dada de baja).
Habiendo ya la compañía instalado los correspondientes postes, fue denegado el
permiso del ayuntamiento por el técnico municipal, alegando este que el trazado
debía ser enterrado; todo ello a causa de las trifulcas existentes entre las
dos entidades.
Admitiose, después de diversas entrevistas con el susodicho,
el trazado aéreo provisional mientras se realizaban las obras de un vial de la
carretera (por donde debía cruzar la línea telefónica), pero que, una vez
acabadas las obras, los postes deberían ser retirados y la línea soterrada por
parte de la compañía y que, en caso de no hacerlo, el ayuntamiento retiraría
los palos “cargando los costes al usuario” (sic)!!!
Es decir, que un conflicto entre el ayuntamiento y la
empresa de teléfonos debía pagarlo el usuario.
Siempre funden los plomos por el punto más débil!!
No quedó ahí la cosa. También la instalación de placas
solares fotovoltaicas estuvo sujeta a demora en razón de pedir el técnico
municipal un “informe de impacto ambiental”…
¡¡ Por la instalación de seis placas!!!
Realmente no se puede tachar a su señoría de poco
escrupuloso.
Finalmente, tras la correspondiente visita de acatamiento,
se le hizo notar lo exagerado de su petición, pues ni siquiera se había
percatado del número de placas que constaba en la solicitud.
Pasaron algunos años, y ante las limitaciones energéticas
que suponía depender exclusivamente de la energía solar, pensamos conectarnos a
la red aun que ello supusiera tener que lidiar de nuevo con las instancias
burocráticas.
Solicitamos la conexión a la red eléctrica y la compañía
envió a uno de sus técnicos para hacer el informe… después paso un año y nadie
daba noticias.
A través de unos amigos conseguimos hablar con el
responsable de zona, el cual nos dijo que no había constancia de nuestra
solicitud. Que la mandáramos de nuevo por fax y se reiniciaría el proceso. Así
lo hicimos, con lo que volvió el mismo técnico anterior a repetir su informe.
Acto seguido se nos solicitó el pago previo de 18.000 € como condición para
continuar el proceso. Hicimos el ingreso. Y de nuevo silencio.
Al preguntar que pasaba se nos informó que el proyecto había
sido impugnado (¡¡ oh sorpresa!! ) por el ayuntamiento.
¡Nuestro escrupuloso amigo, de nuevo!!
Otra vez fui a pedir audiencia a su señoría. Me dijo que el
trazado debía ser enterrado y no aéreo como pretendía la compañía.
-Bien -le contesté – pues dígales como lo quiere y que lo
hagan así.
- No es este mi trabajo –me replicó- que presenten un nuevo
proyecto y ya se verá.
Tres proyectos -TRES!- hubo que hacer antes de otorgar su
consentimiento. Y cuando finalmente fue admitido, tampoco la compañía daba
señales de vida.
Mientras tanto estaba a punto de caducar el plazo para la
subvención que habíamos pedido como ayuda a las mejoras rurales.
Requerida la empresa eléctrica nos respondieron que todavía
no habían recibido ninguna autorización escrita del acuerdo con el
ayuntamiento.
Otra vez tuve que volver a solicitar dicha autorización, que
sí, finalmente fue emitida.
Solo por los pelos, y gracias a una prorroga de tres meses,
pudimos beneficiarnos de la subvención solicitada (de la cual tuvimos que
restar los correspondientes impuestos es decir: devolver, al estado, una parte
de lo que, el estado, nos daba).
En menos de dos semanas estuvo realizada una obra que había
sido solicitada, por primera vez, dos años antes.
¡¡Bendita Burocracia!!
